Open Government Partnership (OGP) is an international collaboration that was started in 2010. Originally, eight countries participated, including Norway. Today, there are around 70 member countries in OGP.

The goal of OGP is to strengthen cooperation between citizens and government, as collaboration is the foundation of a good society. OGP is based on the idea that the best way to create an open, effective, and user-friendly government is through open, honest, and extensive collaboration between the public sector and civil society.

Through Open Government Partnership, the member countries’ governments commit to making governance more accountable to citizens, improving the quality of public services, creating ambitious action plans and reporting on progress.

OGP’s core values align with Norway’s efforts to ensure open government. The commitments in OGP’s action plans help strengthen Norway’s work to promote transparency and accountability. OGP monitors member countries by:

  1. Assessing Action Plans: Checking that commitments align with OGP’s principles.
  2. Monitoring Progress: IRM (Independent Reporting Mechanism) tracks how member countries are implementing their commitments and provides feedback. You can read the feedback Norway has received here.
  3. Reviewing Membership: A country’s participation in OGP may be reviewed if it acts contrary to OGP processes or principles.

National Coordination

Countries participating in the Open Government Partnership establish a national contact point for their work. In Norway, the Ministry of Digitalisation and Public Governance is responsible for coordinating OGP activities. This role includes managing action plans and reporting to OGP. The Ministry also handles input on OGP matters in Norway and organizes stakeholder forum meetings.

NORDIC+

In its OGP work, Norway actively participates in NORDIC+, an informal regional exchange group for the countries Norway, Sweden, Denmark, Finland, Estonia, Latvia, Lithuania, the Netherlands, Germany, Scotland, and England. Through NORDIC+, representatives from government and civil society meet to exchange ideas, identify best practices for open government and share their experiences.
